Is the Mayor proposing all bars close at midnight? Are they supposed to stop serving alcohol at midnight? The people around me were asking each other questions like this in the 5 minutes of darkness. Have a flyer to hand out at least for people those who are curious. Without some sort of back-up or facts it seemed like an empty gesture.
