The rules are on one day of the year you can beat anyone up if you're dressed as Santa Claus. You can dress however you want, but only Santas are allowed to give beatings. We have the rules because without rules society disintegrates, though for some reason Santa hats (but no other articles of Santa clothing) remain popular.
