I think the use of pepper spray in this case would be entirely justified.

What bugs me is the cop that finally says, so close to the end, 'Calm down.' The dude is almost finished, man, c'mon. If you're not going to stop him two minutes into his drunkenly shouting the song, why do you need to at five and a half?
