For serious, this is a government-produced psychedelic short to celebrate the birth of our nation. I'm not sure why or when, but i'm glad they did.

Given the prominent "200" seconds into the video, my guess would be that the "when" part is 1976.

GAH!! No one trolled my "FORTH," I'M GETTING TOO OLD TO TROLL BAIT...I shoulda been more clever.

@1 CC, I figured that too but the soundtrack is def 1968, and cartoon bubblegum/Yellow Submarine tryps is c.'70...uh, also @ 2:49 it's titled bi-centennial. DERP. BUT...as as record nerd, I still have many questions.
