I do take some issue with your model of Seattle hiphop, but whatever. Oldominion/SUTN certainly qualify for their own wave (and are naturally hard to pin down to a certain neighborhood). Mad Rad, aside from P-Smoov, have as much to do with local hiphop as Sofcon or Datz Cold did in the early 2000's, or even as the Nerdcore scene does today; that's not a diss either, they have explicitly stated that they're "Out For Stardom"- they're not thinking about their place in local rap.
